We have to use consistent hermeneutics. Beasts are kingdoms and powers in Daniel, not individuals, and the final beast (little horn) rules for 1260 years - which means it is impossible for it to be a singular person. The second beast is also a kingdom and power, and it is distinct from the first beast because it is highlighted as doing things for the first beast. Therefore they cannot be the same.
